I wwould like to know if i can use a undergravel filter for my turtle tank , ? but i only fill my tank up?

i only fil my tank up hf way. so should i just get a bigger tetra filer,? i have 2 10 gallons right now and im looking to put them in a 20 long, i have 5 turtles all togeter?
