Where can i make free printable invitations?

i can find sites for general invitations...but i need to make hannah montana invitations for my daughters birthday and i cant find anywhere that has room to put a picture on it (i want to put a pic of her and hannah montana) and customize the wording. basically i need to make an invitation from scratch but i just need the basic layout to get me started. we dont have any fancy art things on our computer its really old. we just have paint.
