No.. someone in-state wouldn't even get in with those credentials. Bring your SAT grade up to at least the 1900-2000 range and try to have at least a 4.3 GPA. Chapel Hill cares more about the rigor of your record so take plenty of hard courses and DO WELL in them. Good luck.
